Why did the covenant at the second luchos focus specifically on Torah (תורה) Shebe'al Peh, and why did Moshe's face shine only then? The shiur develops a fundamental yesod: after the Cheit Ha'egel, Torah Shebe'al Peh could no longer be derived independently from Torah Shebichtav—it now requires transmission through a rebbe whose personality and understanding become part of the Torah itself. This explains why Moshe needed karan or panim and why learning from one's rebbe is qualitatively different from studying any other discipline.
The shiur opens with a fundamental question: the Gemara (גמרא) in Gittin states that the covenant (Bris) at the second luchos was specifically on Torah (תורה) Shebe'al Peh, whereas the first luchos did not have this emphasis. Additionally, only by the second luchos do we find that Moshe's face radiated light (karan or panav), which was absent by the first luchos. These differences are puzzling—if the first luchos represented a higher spiritual level (pre-Cheit Ha'egel), why would the second luchos require greater revelation or a special covenant on Torah Shebe'al Peh? Rabbi Zweig resolves these questions by establishing a crucial distinction between the two sets of luchos. He cites the Gemara in Shabbos (שבת) that describes Torah as having three dimensions (Torah, Nevi'im, Kesuvim), yet also states that had there been no sin, only the Chamisha Chumshei Torah would have been necessary. This doesn't mean Nevi'im and Kesuvim wouldn't have existed, but rather that their truths would have been derivable directly from the Torah itself. After sin, human beings lost the capacity to extract all these truths independently, necessitating explicit revelation through prophecy.
