The answer lies in understanding the difference between manners and midos. Manners are external behavioral patterns - mechanical acts of politeness that secular society values. Midos, however, are essential character traits that define what a person truly is. A person can perform acts of chesed (חסד) without being a baal chesed, just as someone can be well-mannered without having genuine compassion.
