Why does Parshas Ki Sisa repeat nearly word-for-word the mitzvos already given in Parshas Mishpatim? The shiur develops a fundamental yesod: the luchos rishonos created a national obligation through Moshe as signatory, while the luchos shniyos—after the eigel—established direct personal chiyuv. This explains Rashi (רש"י)'s cryptic defense that only Moshe was commanded, and reveals two parallel hischayvuyos every Jew carries.
Rabbi Zweig opens with a striking textual question: large portions of Parshas Ki Sisa (from 34:17 through 34:26) repeat, nearly word-for-word, mitzvos already taught in Parshas Mishpatim—the laws of chag hamatzos, Shabbos (שבת), Shavuos, the festivals, bikkurim, and more. Some pesukim are mamash identical; others differ by a single word. What is the pshat of this massive repetition? A second fundamental question: How could Klal Yisrael come to make the eigel hazahav a mere forty days after Ma'amad Har Sinai, when they reached the highest madreiga of nevuah—"anochi" and "lo yihyeh lecha"—experienced by every single Jew?
